Are these GA prices?

No. They are proposed commercial / pilot-design-partner figures until pilot cost, willingness-to-pay and commercial approval authorize final GA pricing.

Is annual billing discounted?

Architecture guidance recommends 10% for annual prepayment. It is not automatically applied here until approved in the commercial configuration.

Can usage silently exceed my limit?

No. Automatic overage is off by default. Any capped automatic mode must be explicitly authorized.
